Conference on Collaboration of Technical Consultancy Companies from the Turkic Speaking Countries

This year, with the valuable support of The Ministry of Economy of Turkish Republic, "Conference on Collaboration of Technical Consultancy Companies from the Turkic Speaking Countries" was held in Ankara-Wyndham Hotel on April 27, 2017 by our association within the aim of contributing to activities of Turkish Technical Consultancy sector each year and to share experiences and knowledge about the high technology and innovation applications of the construction sector. The conference was attended by private sector representatives from the guest countries of Azerbaijan, Kazakhstan, Kyrgyzstan and Uzbekistan as well as officials from public institutions, members from Turkey and other sector stakeholders.

Mr. Munis Özer, the Chairman of the Board of Directors of Association of Turkish Consulting Engineers and Architechts, initiated the opening of the Conference, which’s preparations has been started months before. After Munis Özer's speech which was highlighting the importance of the cooperation between Turkish speaking countries, Assan Mazhitov, the Project Director of Turkish Council of the Turkish Speaking Countries Cooperation Council, presented the activities and objectives of the Council based in Istanbul. Third speech was delivered by Abzal Saparbekuly, the Turkish Ambassador of the Republic of Kazakhstan. In his speech, the ambassador expressed his satisfaction that the representatives of the Turkic Speaking Countries were brought together and stated that this organization, which was organized for the first time by ATCEA, should continue to be organized in other related countries. The last speaker of the opening session was Uğur Öztürk, General Manager of Foreign Investment and Services of the Free Zones of the Ministry of Economy of Turkey, who always provided support to the technical consulting sector and who made great contributions to the organization of the Conference. Following the speech of Mr.Öztürk, who spoke about the significance of the technical consultancy sector and the expectations from the conference in his speech, plaques were presented to all the opening speakers by Mr.Özer, the president of ATCEA.

The conference continued with the "Presentations of Countries' Consulting Sectors" session. The fist speaker of this session was Mr. Çağrı Köseyener who is the Head of the Department of Economy, General Directorate of Foreign Investments and Services, made a presentation on the situation of the technical consultancy sector in Turkey and its contribution to the country's economy. Afterwards, Mr. Ibrahim Mammadzade, President of Azerbaijan National Consulting Engineers Association, Zhandos Amanbayev, Director of Kazakhstan Professional Engineers and Consultants Association, Almaz Turgunbayev, General Manager of Krygyz TREC International Company in Kyrgyzstan, Murod Sattarov, General Manager of Global Business Ltd. in Uzbekistan, General Manager Komil Ruziev of the LLC company gave presentations and informed the participants by giving general information about the situation of the consultancy sector in their countries. In accordance with their valuable contributions to the conference, Mr. Özer, the Chairman of ATCEA, presented plaques as memorabilia for all the speakers. After the lunch break, the conference continued with the panel titled "Important Projects to be Conducted and Planned in Our Countries". The first speaker of the panel, which was moderated by ATCEA Last Term Chairman Demir İnözü, was Satzhan Ablaliyev, Vice Chairman of Kazakhstan Roads Committee. After Mr. Ablaliyev, Mr. Elisbek Alypsatarov, General Manager of Ministry of Transport and Communications, Mr. Asgar Hasanov, President of Azerbaijan, Mr. Asgar Hasanov, Chairman of the Expertise Committee of Azerbaijan, Nariman Naghiev, Director of Innovation-Research and Implementation Branch of Azerbaijan Railways, made presentations on the projects being carried out and informed the audience about their current activities.  Following, Sina Vekioğlu from TEMELSU International Engineering Service. Inc., gave information about the Irrigation and Drainage Projects undertaken by their company and Süreyya Ural from URAL Engineering Inc. made presentations regarding the important superstructure projects they carry out in Azerbaijan.  At the end of this section, Panel Moderator Demir İnözü presented plaques to all panelists. In the second panel of the conference "Cooperation Opportunities and Methods" moderated by ATCEA Deputy Chairperson Sedef Erdoğan,  presentations are made respectively by Mustafa Uğur Alver on "International Project Finance Models" from World Bank Group Country Office of Turkey,  Cem AKER from DOLSAR Engineering Inc. on  "PPP Projects & Turkey Experience '', Ahmet Irfan ÜNAL from YÜKSEL PROJE INTERNATIONAL INC. on "Mega PPP Projects and Technical Consultancy", Elvira Borombaeva, President of Kyrgyzstan Small Hydroelectric Power Plants Association  on "Development of Small HEPPs in Kyrgyz Republic", Cevdet Gökyay by SU-YAPI Engineering and Consultancy Company on " TANAP Natural Gas Pipeline Project ". At the end of the panel, the questions asked by the participants were answered and plaques were presented to the panelists by the moderator Sedef Erdoğan.

With the closing speech of ATCEA President Munis Özer, this part of the conference was finalized.

Cooperation Protocol Signing Ceremony

At the end of the conference, a Memorandum of Understanding was signed with the signatures of the Presidents Munis Ozer and Elvira Borombaeva between ATCEA and Kyrgyzstan Small Hydroelectric Power Plants Association.

Conference ended after successful B2B negotiations following a closing cocktail.


After the Ankara program, with the participation of guests coming abroad and Conference's Organizing Committee, a technical tour organized n Eurasia Tunnel on April 28. At the beginning, group was briefly informed by the Yapı Merkezi officials during the Tunnel Museum visit and then the Eurasia Tunnel was introduced in detail to the guests with a presentation. The "Turkish Speaking Countries Technical Consulting Firms Cooperation Conference" ended after a boat tour on Bosporus to share the unique beauty of Istanbul with the guests.
